Dump in the chicken, honey, soy sauce, ginger, garlic, hot sauce, sesame oil, and water in the bottom of the Instant Pot, then add the noodles over top.
Seal the lid, set to manual and pressure cook on high for 3 minutes. When complete, press Cancel and do a quick release of the steam. Once you can open the lid, stir in the snap peas and the bell pepeprs, then place the lid back on and let it sit on Keep Warm for 5 minutes. Top with green onions and sesame seeds and enjoy!
